Noise from outdoor terrace at 4 AM.

I live in a rent stabilized apartment in Manhattan in a large complex which includes outdoor terraces opening onto a central courtyard. 3 of the last five nights I have been kept awake by noise from people in the outdoor terraces, once at 4 in the morning. I called both the front desk of the building and the police who both said they were "sending someone to check it out." The noise continued unabated. I called the landlord who told me to call either the police or the front desk. My apartment is an incredible deal so there is no question of moving out but I have been sleep deprived. Any advice?

Keep complaining to Front Desk and Police, eventually the LL may cite them for creating a nuisance...
