LL Passing on Sanitation Tickets

Can my LL pass on sanitation tickets to the tenants in my building? Apparently someone put out furniture on a day that was not garbage day and a couple of tickets was issued for the same item. Since no one is admitting ownership of the couch, he wants to split it among all the tenants. Is this legal?

And if a super is that nosy about your personal details, I'd be very careful about him/her. It's still not legal to pass on sanitation tickets.
