hot water / rent

My building has been without hot water for two weeks. After a week, work seemed to be progressing, but no inspections (or they failed).

Problem is, ive prepaid my rent for the rest of the year. id really like some compensation for time my apartment is unusable.

Pre-paying the rent is generally illegal. This is one good example of why it's not a good idea even if it were legal.

You didn't say what you've done, if anything, like making complaints to 311, to DOB, HPD, the landlord. You don't say why the hot water is still out. Have you found out why? Is it just hot water, or all water? Has the LL brought in plumbers? Do you have a tenants group?

In terms of compensation, document everything to start. Make sure you have a good lease. And start looking to see if perhaps you should be covered by rent stabilization (don't depend on what the LL tells you about that).
