Parking in a Mitchell Lama building

I live in a Bronx Mitchell Lama building, I applied for parking and was told by my landlord that since I have been late on my rent for the past 6 months, I will not be eligible for parking even though I have paid my October rent up to date. They are basing this on their so called "good standing". My lateness was due to 911, my company was devasted and had to look for another job. I am OK now. Could anyone tell me if they have the right to refuse me parking even though I live in the building? Thank you. KT

As far as I know, unless it was part of a rent stabilized lease, parking is entirely discretionary to the landlord. He can grant or refuse it to whomever he wants for whatever reason he wants.
