Recently when technicians from Verizon came over to check the wiring in the basement, they found out that there are birds/pigeons in the basement. A tenant is keeping them as pets.
The superintendent knows the situation.
Is there a government agency where I can report this sitaution to? Is this legal?

You could contact the ASPCA and they'll inspect for animal cruelty.
