Chemical Smell

My apartment was poured bleach, amonia and unknow chemicals from time to time due to the noise
fight with my upstair tenants. My apartment smelled strong smoke, chemical Smell on and off. I had to often open the window in the cold winter. Then I left my apartment for two months. I called government agenies but they did nothing. I suspect those chemial stuff still within the wall. How to examine it to make sure? If I go to court, how to prove the case? I can not take a picture of the smell?
