PUBLIC HEARING
127 8th Avenue:  "ReBar" Special Permit Extension

Manhattan Community Board No. 4 will hold a PUBLIC HEARING to discuss BSA Item #123-95 BZ  in the
matter of an application for an extension of term for a special permit granted under Section
73-244 of the Zoning Resolution to permit an eating and drinking establishment without
restrictions on entertainment and dancing (which permit expired July 23, 1999) located at 127 8th
Avenue @ W. 16th Street. Pat Rogers, Chair of the Business Licenses and Permits Committee, will
chair the hearing.

JOB NOTICE

Title:  District Manager, Manhattan Community Board No. 4

Description: Technically a New York City agency, Community Board No. 4 is part government body,
part community group. Charged with representing the interests of the Chelsea and Clinton
neighborhoods of Manhattan, the volunteer board has an advisory role in the City's land use and
budget process. The Board is also involved with housing, human services, transportation,
waterfront, parks and quality of life issues. A staff of four assists the Board in all aspects of
its work. The District Manager supervises staff, administers the office budget and board
functions, as well as troubleshoots complex citizen issues with government service delivery.

Qualifications: Excellent managerial, supervisory and writing skills are essential, as well as an
ability to juggle multiple projects and keep track of details. Knowledge of City government a
plus.

Salary: High 30's-Low 40's

WORKSHOPS FOR SINGLE PARENTS --  The Beacon Parents Program and the Single Parent Resource Center
present a series of Monday night workshops for single parents.  There will be a full program of
parent and child activities on November 1, 8, 15 and 29.  The workshops are free, but call ahead

DANCE SCHOLARSHIPS AVAILABLE -- The West Side Dance Project is offering full and partial dance
scholarships to children ages 10 and up.  For information or applications call (212) 563-6781 or

CURA COMMUNITY GARDEN HOURS --  The Juan Alonzo Garden on 11th Avenue and 51st Street is open

541-4539.  The Oasis 1 Garden on 10th Avenue between 51st and 52nd Streets is open Sundays from

CB4 COMMUNITY LEADERS -- The CB4 office is trying to maintain a current Public Information List.
Faxes and e-mail addresses are most useful as they enable us to disburse information at a more

THE CENSUS BUREAU IS SEEKING PARTNERS -- To effectively conduct the census, the Census Bureau
wants to work with community groups that will provide space and volunteers for questionnaire
assistance centers, tailor appropriate messages to community residents, and recruit workers
including enumerators and volunteers.  For more information, visit the Census Bureau website at

THE MTA AND THE LIRR -- have scheduled another series of Public Information Meetings on the East
Side Access Project. The next meeting for our area is Wednesday, November 3, 1999 6PM-8PM at 347

PLANNING FOR PIERS 62, 63 and 64 Manhattan Community Board No. 4's Waterfront Preservation &
Planning Committee -- Has Begun Planning for Piers 62, 63 and 64 In Chelsea (directly across from
Thomas Smith Park) We are requesting input from community members and organizations on the
programmatic use of the piers, i.e. what uses and activities the piers would best be suited for.
Ideas can range from active (roller rinks, volleyball) to passive (sunbathing). Suggestions should
reflect that the long headhouse that Basketball City currently occupies (Pier 63) will no longer
be standing, nor will the pier shed that currently extends to the end of Pier 64, at the end of
24th Street. We would like to receive comments in writing by December 1999. The Waterfront
Preservation & Planning Committee meets on the second Thursday of each month at 6PM.
