Is landlord responsible for fixing non-working doorbell?

In the apartment building I've just moved into, I've noticed that the old doorbells on each door don't work. I asked the super about this, and he said they were disconnected when they installed circuit boxes in the apartments. Some tenants have doorbells, but they installed them themselves. My question is,whose responsibility is it to install (and pay for) a new, working doorbell? The landlord's, or mine? If the landlord's, should I have someone install it and then take the monetary amount out of my rent? (for now, I just have a sign on the door that says, "Knock loudly--doorbell doesn't work.")
