Unless you had credible witnesses - a verbal agreement means NOTHING! Depending on where you live, you could be in court for non-payment of rent if you try witholding rent. Some states do provide procedures to do so, but it usually involves having an attorney or like person hold the witheld rent in escrow until issues are resolved. In the future - don't ever make a verbal agreement. You can contact an attorney, but his fee will probably end up exceeding your balance.

Try this: Write the LL a letter stating that you have waited long enough for him to pay the balance and if payment is not received within 30 days, your attorney will proceed accordingly to do whatever is necessary to recover the amount due plus legal fees. Send it certified mail for impact.

You know, of course, that your lease probably will not be renewed!!
