Why rent an apartment you cannot afford ?

Landlords are free to set their own selection criteria in choosing tenants. Obviously they want to rent to people they are certain can afford the rent.

Which brings me to the obvious question, why do you want to rent a place you cannot afford? If you don't have a job lined up in your new city yet (or even if you do) why not rent the cheapest place you can find first, save your money, and then decide where to live.
