By all means contact the landlord, but don't expect immediate results. Landlords cannot just kick out one tenant based on a complaint from another. Particularly if the unit next door is rent stabilized, the threshold to evict may be quite high.

On the other hand, if you're willing to help the landlord by testifying against this guy in court, by all means let him know. Hopefully you'll get somewhere.

: You have the right to the "quiet enjoyment" of your apartment, and you should notify the LL about what has transpired (certified mail) asap. Follow the advice of the police by both filing charges against this neighbor and obtaining the order of protection, sending along copies of both to the LL. As per your living situation, at the very least what that tenant is doing is causing(permitting) a nuisance, which here in NY is grounds for eviction.
