I have a problem with a person claiming to be the new landlord. The building department shows the former landlord as the building owner, Letter of Compliance under former landlord and registered under the former landlord. New owner claims building was purchased by him, but no official paperwork can be found (deed, Letter of Compliance, and/or registration).

What can I do in a non-payment proceeding?
