Queens courts are not too tenant friendly (but neither are the other courts).
You might get a quicker hearing if you go to court. DHCR could take years, many years.
BTW, you withold rent and have the landlord take you to court; you don't take the LL to court.
Have you checked with Queens League of United Tenants?
