only you can decide whether it is worth it or not: how much overcharge is involved? do you 'suspect' this o/c or did you get your rent history from DHCR yet? doesn't sound like it.

there have been rumors about a tenant blacklist from the Housing Court files before, no confirmation: you would be filing at DHCR or in Supreme Court... read earlier opinions about where to file.
